Residents of the shuttered Forest View Mobile Home Park in Blue Island, Illinois, are hopeful after a deal was struck for the property’s sale. Canaan Van Williams, managing partner of Proactive Sustainable Bonds, announced plans to purchase the site, which has faced significant challenges, including zoning issues and infrastructure problems. The investment group aims to finalize the transaction by mid-December.
Despite the enthusiasm from residents about the potential new ownership, city officials have clarified that the property remains zoned for industrial use, a designation that dates back to 1971. Thomas Wogan, the City Administrator, noted that while the Planning and Zoning Board suggested a special-use permit for residential zoning, there is no record of such a permit being granted to the current owner, Mer-Car Corporation.
Negotiations between Van Williams and Forest View Mobile Home Park Inc. have resulted in a contract that includes a cash purchase below market price. The agreement stipulates that the management company must handle outstanding water bills and other liabilities to the city, which total nearly $4 million. Van Williams emphasized that his group intends to address existing code violations and improve the property’s overall condition.
Residents have expressed their eagerness for the potential changes. Joe Cervantes, a community advocate, stated that a viable solution was essential before approaching city officials for zoning changes. “The city has the power to change the zoning,” Cervantes remarked, highlighting the need for reassurances from city leaders that the property would be managed differently than in the past.
Plans for the property include enhanced security measures, storm water management systems, and improved landscaping. Van Williams has also committed to enforcing rules regarding community safety, including addressing issues related to domestic violence and unsafe conditions. He expressed a desire to maintain resident involvement in decisions affecting the park.
In a meeting scheduled for the coming weeks, Cervantes and Van Williams plan to present the sale contract and a proposal to rezone the property to the City Council. They have already reached out to local Aldermen Dexter Johnson and Joshua Roll to facilitate discussions on this matter.
The situation at Forest View Mobile Home Park has drawn attention due to a legal battle involving the city and the current property management. In July, city officials issued a “cease and desist” letter to the owners, citing unsafe living conditions and outstanding debts. The ongoing court case, overseen by Cook County Judge Jonathan Clark Green, is set for a hearing on November 12, 2023.
As discussions continue, residents remain hopeful that the new investment group will bring a much-needed turnaround to the mobile home park. Cervantes captured the community’s sentiment, stating, “The enthusiasm was really, they were all excited about it. They’re excited about second chances.”
