Memphis has reported a significant decrease in crime rates, with overall Part I crimes declining by 27% over the past year. The city’s police department has announced that homicides have dipped below 200 for the first time since 2019. This reduction includes a 26% decrease in murders and an impressive 48% drop in carjackings. In outlining the factors contributing to these positive changes, the Memphis Police Department (MPD) attributed their success to targeted initiatives addressing violent crime directly. Strategic Initiatives and Community Safety
Central to the MPD’s strategy is the implementation of the Prolific Offender Initiatives, which focus on identifying and managing repeat violent offenders. To enhance the safety of survivors of domestic abuse, the department has also launched a Domestic Violence Prolific Offender Initiative.
A significant operation contributing to these results was Operation Code Zero, aimed at removing illegal firearms and drugs from Memphis. This initiative also targeted blight and illegal gambling operations. Through operations such as Rolling Thunder, the MPD arrested 370 individuals, including 92 gang members, and seized 59 firearms along with substantial amounts of narcotics, effectively clearing dangerous elements from the streets.
Increased Use of Technology
The MPD has also embraced technology to enhance its crime-fighting capabilities. Drones are now employed for real-time aerial intelligence, and the network of surveillance cameras has expanded, highlighted by the opening of the Downtown Command Center in April 2025. Collaborations with the Tennessee Highway Patrol have bolstered traffic safety measures, nearly halving interstate shootings.
