Canada and Germany have taken a significant step in bolstering their artificial intelligence (AI) capabilities by signing a new agreement aimed at enhancing cooperation in the sector. The pact, formalised during the Munich Security Conference, establishes a framework for expanding secure computing capacity, supporting AI research and commercialisation, and addressing critical skills gaps in both countries.
Under this joint declaration of intent, the governments plan to collaborate on initiatives that will benefit startups, researchers, and industry players, ultimately enhancing global competitiveness in AI innovation. The initiative reflects a growing recognition of the importance of AI to economic strength and national security, as articulated by Evan Solomon, Canada’s Minister of AI and Digital Innovation. He stated, “AI is becoming foundational to economic strength and national security,” emphasising the necessity of reducing “strategic technology dependencies.”
New Sovereign Technology Alliance Established
A key component of this cooperative effort is the establishment of a new Sovereign Technology Alliance. This platform will facilitate the development of advanced technologies in conjunction with trusted partners, enabling both nations to build domestic capabilities and lessen reliance on external suppliers. Germany’s Minister for Digital Transformation and Government Modernisation, Karsten Wildberger, highlighted that this deeper cooperation aims to strengthen technological sovereignty and create more opportunities for businesses in both countries.
The agreement builds on the existing Canada-Germany Digital Alliance, which was launched in December 2025. This earlier framework outlined initial collaborative efforts across various domains, including AI, digital infrastructure, quantum technologies, and startup ecosystems.
As governments worldwide intensify their efforts to enhance sovereign AI capabilities, this partnership between Canada and Germany reflects a shared commitment to improving economic security and resilience.
