St. Cloud Autism Center Owner Charged in $6 Million Fraud Scheme

URGENT UPDATE: Abdinajib Hassan Yussuf, the 27-year-old owner of the Star Autism Center in St. Cloud, Minnesota, was charged federally with wire fraud, accused of defrauding a state health care program of $6 million. The U.S. Attorney’s Office announced these charges during a press conference on Thursday, December 18, 2024.

This shocking case comes as Yussuf allegedly used the center to manipulate the Early Intensive Development and Behavioral Intervention program, which provides essential services to individuals under 21 with autism spectrum disorder. According to federal authorities, Yussuf and his associates targeted parents in the Somali community, recruiting their children into the center.

Reports detail that Yussuf and his team would work to qualify children for autism services, even if they lacked a formal diagnosis. The center reportedly submitted inflated Medicaid claims for services that were never provided, further compounding the fraud allegations.

As the investigation unfolded, the FBI raided Star Autism Center in December 2024, uncovering extensive fraudulent activities. Officials revealed that Yussuf shared the fraudulent proceeds with other owners and investors, allegedly using more than $100,000 to purchase a semi-truck and sending $200,000 to Kenya.

“This case exemplifies the serious consequences of fraud in health care programs meant to support vulnerable individuals,” stated a representative from the U.S. Attorney’s Office.

In addition to Yussuf, five other individuals face federal charges related to defrauding both the autism and Housing Stabilization Services programs. In total, authorities have charged 13 individuals with defrauding the housing program.

This developing story highlights the urgent need for vigilance in public health funding, especially for programs supporting children with autism. The ramifications of these fraudulent actions could impact countless families relying on these essential services.

As authorities continue their investigation, more details are expected to emerge. Stakeholders and families in the community are urged to stay informed about the case and its implications for health service funding.
