Ramsey County has appointed Jaime Wilkins as the new Housing Stability Director, effective December 22. In this role, she will lead initiatives aimed at preventing homelessness, providing emergency shelter, and ensuring long-term housing stability for residents. Wilkins will also be responsible for setting the strategic direction of the department and fostering partnerships with community organizations, local governments, and state agencies.
Wilkins expressed her enthusiasm for the position, stating, “I’m honored and excited to join Ramsey County in this role. Housing security is foundational to a thriving community, and I’m eager to work alongside our dedicated partners, staff, and residents to strengthen supports across the entire housing continuum.” She emphasized the county’s commitment to helping individuals and families find housing and build long-term stability.
Background and Experience
The Housing Stability department is tasked with administering and coordinating emergency supportive services for those experiencing homelessness or housing instability. Wilkins takes over from Keith Lattimore, who left his position in August following an internal investigation concerning his involvement with a recuperative care business in Brooklyn Center. Details surrounding Lattimore’s departure remain unclear, as county officials have not disclosed whether he resigned or was terminated.
Before her appointment, Wilkins held the position of associate vice president of Economic Opportunity and Youth Support at Lutheran Social Service of Minnesota. Her extensive experience also includes roles as senior director of Housing Services at the same organization and director of Housing and Supportive Services at YWCA St. Paul. Earlier in her career, she worked as a child protection worker and family advocate, directly assisting Ramsey County residents.
Qualifications and Community Impact
Wilkins holds a bachelor’s degree in early childhood education/child development and family studies, along with a master’s degree in human services and leadership of organizational management from Capella University. She actively contributes to the community by serving on the board of HousingLink and the Minnesota Council of Nonprofits, in addition to having previously participated on the board of the Suburban Metro Continuum of Care.
Deputy County Manager Karen Francois praised Wilkins, stating, “Jaime brings an exceptional blend of experience, leadership, and deep community knowledge to this role. Her extensive background in housing and social services — combined with her direct service to Ramsey County residents — equip her to lead our Housing Stability team with both strategic vision and a strong commitment to equity.”
