Grover Beach City Council Enacts New Regulations on Homeless Camping

The Grover Beach City Council approved new measures on October 23, 2023, to address homeless camping on public property. The council voted to reduce the warning period for individuals to vacate their belongings from 72 hours to 48 hours. Under the new regulations, anyone camping on public property for more than 24 hours may receive a warning, requiring them to relocate within the shortened timeframe.

If individuals do not comply with the 48-hour notice, city staff will remove their belongings, separating trash from personal items, which will be temporarily stored for collection. The council emphasized that removal of a campsite can occur without a warning in situations where there is probable cause for law enforcement to suspect illegal activities beyond camping, or in emergencies threatening public safety. In such cases, the city advises relocating the campsite rather than outright removal.
